    We just resolved the issue!

    We are enhancing the Advanced Time Tracking experience to require that a billing profile be selected. As we made these changes we found that some users on the Advanced Time Tracking feature couldn't create new projects. The projects are stalling at 0%.

    The workaround for now is to add a Billing Profile AND Allotted Hours so you can successfully create new projects.

    We have identified the reason for stalled projects and will implement a fix shortly.
